AI9GM: AI-Centric IT Governance Model
The AI-Centric IT Governance Model (AI9GM) is a six-layer meta-framework for enterprise IT governance under artificial intelligence load. It sits atop established standards (COBIT, ITIL, ISO frameworks and others). It draws from decades of enterprise practice. It does not replace those foundations.
"AI doesn't replace IT governance. It elevates the need for it."
Most established IT governance frameworks were designed before AI became a core operational and strategic driver. AI9GM does not start from scratch. It places structured AI-readiness thinking over those foundations and gives organizations a strategic compass, not a checklist of prescriptions.
What makes it different: decision rights
Standards and control catalogs say what must be governed. They often leave who decides implicit. AI9GM publishes 94 decisions with permanent identifiers across the six layers. For each decision the model names who Decides, who is Consulted, who Executes and what Evidence must survive (plus a delegated band where one applies).
That allocation is the load-bearing surface. Layer 4 (Control) holds a large share of the catalog. Every layer still carries its own rights. The published site renders the full allocation and keeps each decision address stable so a citation survives an edit to the title text.
The six layers
| Layer | Role | Governing question |
|---|---|---|
| 1 · Foundation | Infrastructure, platform operations, availability, service management | Can it run? |
| 2 · Structural | Applications, integration, enterprise architecture and standards | Can it connect? |
| 3 · Intelligence | Models, data as meaning, technical security controls in operation | Can it be trusted? |
| 4 · Control | Policy, risk decisions, compliance, assurance, cost accountability | Who is accountable? |
| 5 · Execution | Delivery discipline, leadership, talent, change adoption | Can it be built? |
| 6 · Strategic | Alignment, innovation portfolio, sustainability | Should it be built? |
Each layer states scope boundaries, inputs and outputs, required artifacts, metrics, maturity descriptors and a standards crosswalk beside its decision-rights table. The ordering is dependency. A weak lower layer compromises everything above it.
The governing principle is governance that enables progress, not governance for its own sake. Adopt what moves the organization with fewer false starts. Return to the rest as scale and complexity grow.
Published under STRATA
The framework is live at ai9gm.com. The current site is an Astro 7 publication (Lotus theme) built under STRATA Protocol governance. It is a live application of the method in Methodology. The WordPress predecessor is retired.
Document first. Derive architecture from intent. Gate each phase on human review. Keep the artifact trail.
v0.9 ships the six layer specifications, the decision-rights catalog, a maturity model, a limitations register, a self-assessment and a correction path. It does not claim certification, community governance or an implementation network outside the authoring organization.

Work
A portfolio of five projects, from a ten-country enterprise ERP to the STRATA Protocol platform, each tied back to the methodology that runs through all of them.
AMICO ERP (AdvantageXP)
The custom ERP (1995–2010) that powered AMICO Group's rise from a single-specialty Saudi distributor to the premier specialty-medical-equipment distributor across ten countries: the author's pre-STRATA signature accomplishment.
